慰安婦問題の正しい理解のために

慰安婦問題の正しい理解のためには、次の5つの基本的な「事実」を確認しておくことが絶対的に必要である。この5つの基本的な事実は、幾多の「見解」の一つではなく、否定のしようのない客観的な社会的な事実である。しかも大事なポイントである。これらの重要な事実を無視した慰安婦問題の議論は、空論、もしくは事実の歪曲にならざるを得ない。
1、「慰安所」は、当時日本全国に合法的に存在していた「遊郭」「妓楼」「売春宿」を戦地でも開業したものである。
2、従って、慰安婦の大半は日本人であり、特に朝鮮をどうこうなどということは全くなかった。従って、現在慰安婦問題が、「朝鮮人慰安婦問題」として議論されていることは極めて異常なことと言わなければならない。
3、従って、米軍尋問調査(US Office of War Information No.49)では、「Acomfort girl is nothing more than a prostitute or “professional campfollower”」と極めて正確に報告されている。
4、慰安婦の収入は、上等兵(10円/月)の約30倍~100倍という高収入
5.軍の関与は「義務」であった。
妓楼など売春施設については、地方自治体、東京都では衛生局が衛生管理を義務として行い、警察は悪徳斡旋業者を摘発し、売春婦が不当な扱いを受けないよう監視するなどしていた。戦地では、之に加え、身の安全を確保するなどの当然の義務を軍が果たしていた。軍の関与は良い悪いの次元ではなく、当然の義務であった。

A GUIDE TO UNDERSTANDING THECOMFORT-WOMEN
CONTROVERSY
Anyone who wishes to arrive at an accurate understandingof the
comfort-women controversy needs to be aware of five basic facts.
I amreferring not to opinions or perceptions, but to irrefutable,
objective, socialfacts.
Furthermore, they convey important information, ignorance of
which iscertain to render debates about the comfort-women
problem speculative, orworse, fraudulent. The five basic factors
are as follows:
1. Until thelatter half of the 20th century, prostitution was legal in Japan
andhouses of prostitution could be found in every entertainment district.
Militarybrothels were established in overseas war zones.
2. The majorityof comfort women were Japanese; Korean comfort
women received the sameremuneration and treatment, and had
the same responsibilities
3. “A ‘comfort girl’ is nothing more than aprostitute or ‘professional camp
follower;” this description of the comfortwomen in Report No. 49, issued by
the US Office of War Information, isremarkably accurate.
4. The comfortwomen were extremely well paid; receiving 30 to
100 times more than the salaryof a private first class
(10 yen per month)
5. Involvementof Japanese military authorities was obligatory
In Japan, local government (for instance, the PublicHealth and
Hygiene Bureau in Tokyo Prefecture) was responsible for
theoversight of brothels.
The police apprehended deceitful recruiters and keptwatch to
ensure that prostitutes were not mistreated. In war zones the militaryauthorities fulfilled these functions, and also exercised
their obligation tokeep the comfort women safe. Japanese
military administrators were simply doingtheir duty.
